A City Committed to Excellence and Collaboration
City leaders have championed this transformational approach, recognizing the power of structured, analytical thinking in local government. By investing in their workforce, Garland underscores its commitment to continuous improvement and community impact. Leaders and staff alike have embraced the notion that when people are equipped with the right skills and mindsets, the entire city benefits.
“The City of Garland is dedicated to investing in and developing our employees to better serve our community. The skills gained extend beyond initial efforts, equipping leaders with tools to continuously identify and implement improvements.”–Phillip J. Urrutia, City of Garland ACM
Training Overview: Building Advanced Business Transformation Leaders
Unlike a foundational program, the Business Transformation Leadership Advanced Lean Six Sigma Green Belt training dives deeper into complex problem-solving and structured project execution. Over several months, participants:
1. Master the DMAIC framework (Define, Measure, Analyze, Improve, Control)
2. Employ data-driven decision-making and in-depth process mapping
3. Lead cross-departmental improvement projects with real-world impact
4. Undergo a certification exam to validate their understanding of Lean Six Sigma principles
This advanced training not only offers hands-on learning experiences but also gives participants the confidence to propose, lead, and sustain impactful projects within their respective departments.
Impact & Ongoing Success
Two waves of training have already produced 22 certified Lean Six Sigma Green Belts—leaders who have spearheaded transformative projects, including:
1. Reduced water leak adjustment turnaround times
2. Optimized right-of-way (ROW) permit lead times
3. Significantly decreased blocked trash container tags
A Journey, Not a Destination
Following the success of these initial waves, Garland’s workforce remains dedicated to continuous innovation. Green Belt graduates collaborate with colleagues to scale and sustain the improvements they’ve introduced, while leadership remains committed to further expanding Lean Six Sigma principles citywide. As new challenges emerge, Garland’s structured approach to problem-solving ensures the city will continue refining processes and enhancing community impact.
“This program completely changed how I approach evaluating problems. Our perceptions and hunches aren’t always reflective of reality, and the meticulous data collection and review process forces you to consider only what’s factual.”–Angela Broussard, City of Garland Team Member
By focusing on data-informed insights, project participants have achieved measurable results that directly enhance city operations and better serve residents. Critically, these newly certified Green Belts continue to drive improvement efforts beyond the classroom, acting as transformation change agents who share best practices and champion operational excellence across multiple departments.
DMC’s Commitment to Excellence

By reimagining transformation and consistently investing in their employees’ professional growth, the City of Garland is setting a new standard for innovative local governance—one that improves quality of life for residents and encourages a spirit of progress within the public sector.
